In practice it would not, I'm very well qualified enough to know that's exactly not possible that that wouldn't happen. No data, no report to back that up was submitted that wasn't a report based, in all honesty, entirely anecdotal that shows not "on the facts." My own reading in hindsight says that if it came true at my age or younger even alcohol could very probably work at all.
